    Seminar on ICT Skill Development Arranged by Bangladesh Computer Council at Kushtia DC Office

    In November 2014, a significant seminar titled “Development of Skilled People to Grow ICT Industry” was held at the Deputy Commissioner’s Office, Kushtia, jointly organized by the Bangladesh Computer Council (BCC) and the Kushtia DC Office. The event brought together key government officials, ICT experts, and successful freelancers from various districts, including Meherpur, Kushtia, Chuadanga, Jhinaidah, and Rajbari.

    The seminar was graced by several notable personalities, including:

    • Ashraful Islam, Additional Secretary and Chairman, Bangladesh Computer Council (BCC)

    • Emanul Kabir, Director (Training), Bangladesh Computer Council (BCC)

    • Freelancers and ICT professionals from multiple districts across the Khulna division

    Among the distinguished attendees, Munshi Jahangir Zinnat (Hirok), Founder & CEO of Unique Soft BD, was invited as a special guest and speaker representing the freelancing community of Meherpur.


    Key Issues Presented by Munshi Jahangir Zinnat

    During the seminar, Mr. Zinnat addressed several crucial challenges and opportunities faced by freelancers in Bangladesh. His insightful presentation highlighted three major areas that require attention to strengthen the ICT and freelancing sector:

    1. Lack of Reliable Payment Gateways
      He pointed out that freelancers in Bangladesh still face difficulties receiving international payments. He suggested that the government should negotiate with PayPal to launch its services in Bangladesh.
      If that’s not feasible, local banks could be encouraged to provide international debit/credit cards under flexible terms specifically designed for freelancers.

    2. Internet Connectivity and Affordability Issues
      He emphasized the need for better internet infrastructure and affordable packages. While BTCL provides broadband services, mobile internet prices remain high.
      Mr. Zinnat recommended that BTCL upgrade its technology and that mobile operators introduce low-cost internet packages dedicated to freelancers and online professionals.

    3. Need for Social Recognition of Freelancers
      Mr. Zinnat also raised the issue of social acceptance. Despite earning substantial foreign currency for the country, freelancers often lack societal recognition and respect.
      He urged the government to formally recognize freelancing as a respected profession, ensuring freelancers receive the same acknowledgment as traditional jobholders.


    Outcome and Impact

    The seminar proved to be highly informative and impactful, opening new discussions between policymakers and ICT professionals. The Bangladesh Computer Council acknowledged the significance of the issues raised, particularly regarding payment gateways and social recognition.

    Following such discussions, the Government of Bangladesh took continued initiatives in later years to negotiate with PayPal and explore other global and local digital payment solutions — a testament to the long-term relevance of this dialogue.

    The event marked a vital step in shaping the roadmap for ICT growth and digital employment development across Bangladesh.
